Escape from Tarkov makes a clear distinction between items you buy off the Flea Market and items you personally pull out of a raid. Several hideout upgrades specifically require a Military Power Filter with the Found in Raid tag, which means purchasing one off the market doesn't count and you have to go get it yourself. That requirement exists across the Bitcoin Farm, Solar Power and Air Filtering Unit upgrades, making the PFilter one of the more consistently demanded rare items in the game.

The Military Power Filter is a rare item and loot spawns in Tarkov are randomised, meaning each raid is a gamble. Certain areas have a higher probability of spawning valuable items like the Military Power Filter but there is no guaranteed route. On top of the RNG you have to account for the threat of other PMCs, Raiders and Scavs on whichever map gives the best spawn chances. A single bad raid resets all your progress toward the FiR version since items lost on death don't retain their status.
