The Love Witch's Sweeper fixes the biggest problem with WoW's broom mounts. The Hallow's End versions expire when the event ends. This one doesn't. Permanent magic broom, usable all year, and it adapts to your riding skill and location like other multi-form mounts.
Drops from Apothecary Hummel during Love is in the Air. Your first Heart-Shaped Box each day has the boosted drop chance. Miss that daily window and you're stuck with the terrible base rates until reset.
